Re: Elementary Neighborhood Schools of Choice Transfer Policy
The Edmond Public Schools Board of Education endorses the neighborhood school concept. However, the Board also recognizes that some parents may wish to choose a school of attendance other than their neighborhood school.

All transfers are dependent upon space/staff availability at the school to which a transfer is requested. In the coming year, the district anticipates several elementary schools across the district will have enrollment numbers at capacity; in these cases, transfers will be honored according to the criteria noted in the Student Transfer Policy, #4850. As stated in this policy, these transfers are for elementary schools only. Transportation to and from school will be the responsibility of the parent.

Transfer applications will be available at school sites and the district office beginning January 13. Applications for first round requests will be accepted from February 10 through February 24, 2017. Transfer applications must be submitted at the district office, 1001 W. Danforth. Each application will be date and time stamped. Parents will be notified of first-round transfer decisions by March 10. Transfers will continue to be accepted after February 24, however, decisions may not be acted on until after the first ten days of the 2017-2018 school year. Second round transfer requests will be subject to prior acceptance of first round waiting list transfers.

In addition to fifteen neighborhood elementary schools, Russell Dougherty and Clegern elementary schools have been designated as open enrollment schools. There are no attendance boundaries for these two schools. Student populations are determined solely on the basis of student applications from across the district. Russell Dougherty and Clegern will have applications available for completion between January 23 and February 3, 2017. There is a separate application for each school. Parents may complete an application for both Russell Dougherty and Clegern. In the event applications exceed space available, drawings will be held for each site to place students and establish waiting lists for the 2017-2016 school year.
